Starting in September 1998, NJ gradually phased in a 2-year period for inspections.
This resulted in some 2000 stickers being issued in 1998.
Because some cars now needed to "skip" an inspection, the state also issued extension stickers for 1999 and 2000 to be used with the regular 1998 and 1999 stickers.
