Around 1981, the blue (1979) base plates started being issued, the numbering stayed in the same series.
After switching between FA-00A and F-A00A a few times, the separator finally wound up after the 2-letter prefix.

The sample plate below was issued on the Avery base. The numbering sequence was never used, and I don't think any regular-issue plates were ever produced on the Avery base.
