GOOD ROADS #25 PLATES These plates were issued to Charles Henry Davis for his "Good Roads Everywhere" campaign.
Davis drove through North America and requested the #25 plate from each state, province, and territory to be issued to him ... and then
he placed all of these on the car (all over the car!) which he used for his journey to promote the improvement of North America's highway system.
He even managed to obtain #25 plates from several countries outside North America.

For whatever reason, New Jersey would not issue "25" to Davis, instead giving him plates with leading zeros - "00025".
