These are issued to vehicles owned by non-profit organizations, such as churches or the Red Cross.
They were also issued to some municipal vehicles and ambulances (until they got their own distinct plates in 2014).
PRE-NF
No Fee plates were first issued in 1923.
Plates for that year were distributed to the NJ State Police (10 plates) and the Newark Police (13 plates).
