New Jersey Fake License Plates

SOVEREIGN/UNRECOGNIZED There are some groups/entities that don't believe that rules and regulations apply to them.
Sometimes they issue license plates which somehow indicate that they are not part of "mainstream" society
and don't need things like car registrations and such.

This plate was spotted on a car, on the road, in New Jersey.

New Jersey Fake License Plate

This a standard-sized (6x12) plate, but I made it a bit larger here so you can see the details.

I have no idea what the "Z"s signify.
Under New Jersey is "American State National".
Under Notice is "Private Automobile-Not for Hire".

How this guy is not pulled over every day is beyond me.
