They were punched out for the day, month, and year of expiration.

MULTI-PURPOSE BUS STICKERS 2013-
Starting in 2013, new BUS stickers were issued that were used for both commercial buses and school buses.
The first 4 characters of the serial number are BL and the 2-digit year, like BL13, BL14, etc.
